Links are only part of the whole picture, yes of course inbound links help and you could argue the more the better. You also need to pass the correct anchor text, have themed links, quality links, internal links, outbound links, spidered and indexed pages and many more elements.

I use a racing car analogy, if links are your horse power, just creating more and more horse power will definately improve your speed but do you have the chassis and the driver, the tyres, the fuel, the aerodynamics etc.
